Yes, but it also depends on what power structures you can see and value.

You can see a massive vortex and worry about being swallowed by it, and that resistance might incrementally change flows just a bit before you get swallowed by it. Or you can join smaller whorls, unseen by the large one, and be propelled by their aggregate forces to create your own vortex. When you've built your strength, you can come back to create stronger dents head on in ways that you couldn't before.

You don't need to play the same game as everyone else, you can build your own game with teammates helping you build a game that you can win on. When you've built enough momentum you may be able to come back and "impact" that original game, or not, because you're still winning the games that are for you, and you'll be propelled by all that/who you've recruited.
