In theory I agree. Executive power should be limited. Decisions should go through Congress.
Here is where the logic fails: when you have a big, socialist state and you are trying to change it. The bureaucratic state starts protecting itself. In a lawful manner and an unlawful manner. I'm such a case, playing by the rules results in a failed administration.
Once you go #socialism the law only implies to prevent you from gaining #freedom
