C) For a LIFE, 20 years of any punishment is not fair; for a life, whatever punishment should be a life sentence: a lifetime of payments to the victim's family, a lifetime of inability to leave the jurisdiction, a lifetime of "public works", a lifetime in a prison colony that funds itself by some product of the inmates, et cetera.
Neither is it fair, nor cost effective to coerce money for 20 YEARS from everyone to keep him in a status-quo zoo called a "prison". A lifetime in a prison farm or factory would be fair.
