They need to do the helping people bit first, improving lives, facilitating decent jobs, then the welfare budget will go down by itself, but they wont do that as the helping bit seems to have been lost in talk of morals, and dignity in work. Throw a bunch of money into a part of Rochdale or Blackpool for a pilot scheme to improve the lives of people on PIP and other benefits, create jobs and opportunities for them that they can do without them going home to cry each night.
