So many poor managers seem to think that if people are in the office, then they won't shirk/ be idle/ unproductive etc.
Shirkers have always found ways not to work - taking the long route to get more copier paper, taking long smoke breaks (even if they don't smoke), chatting in break areas, chatting anywhere, printing items when they could be emailed.... etc. etc.
Heck, Scott Adams made a whole career out of documenting this in the Dilbert cartoons
