Picard was a new show every season, each season completely ignoring the last.
**Season 1:** Pilot for a new show with a whole new crew. AKA "Let's fix the mess we made with Nemesis and the JJ movie".
**Season 2:** Nuke the entirety of the "new crew adventures" from season 1, including most of the cast, and turn the show into Galactica '84 with an awkward shoehorned romance. Only highlight was Q's send off. AKA "We needed a series ending, but we fucked it".
**Season 3:** Once again we treat the prior season as if it didn't even happen. This is the show most people actually wanted Season 1 to be. AKA "TNG Season 8". Unfortunately they once again got greedy and finished the series with a setup for a new series that will never happen...again.
You can watch any season independently and be ok. Such a weird show.
