I get similar occasionally on mine. I suspect it's quite aggressive in how many apps it allows to run concurrently.

I do also tell it not to allow thirsty things to run in the background - so it might be I shoot myself in the foot sometimes.

Is your browser allowed to run in the background? And have you already played the in the developer tools, there is an option for 'Background process limit' - don't know if that might help.
