I read this as: "JS is such a terrible mess that we just gave up on improving it and instead propose to let compilers write it instead."
Seems reasonable, but shortsighted.

Instead ditch the overcomplicated bloat completely, go back to JS being a small and quick scripting language to help html.
And get wasm or some other intermediate format done, for which anyone can make a compiler to write their programs in whatever language they desire.
