What's disturbing to me is that it's so damned obvious. Tossing out means testing - which is a big cost - and enforcement - which is often a bigger cost - just makes sense from a fiscal point of view.
It's cheaper and the results are amazing compared to the cost. So why do people still insist on means testing? Why be willing to waste money to punish a handful of people who don't need help while failing to help those who need it?
It seems very wrong to me.
