the whole point of Bitcoin is that nobody can do this. not governments, not exchanges, not former CEOs of exchanges that lost everyone's money. immutability isn't a bug you patch when it's inconvenient for you.
if this worked, every hacked exchange would be in line next. the 21M cap after that. then "just one more exception." no.
