Hosting a line oriented application on a node that has packet networking is way better, imo, that proliferating the space with applications that talk AX.25 - that's messy, and a lot more work, and a lot less accessible to people that do packet, for example, via a VT100 and a packet modem (yeah, they are out there, and they are awesome! look up W1TM on qrz.com to see what his setup looks like - he uses a VT100 emulator on a dongle plugged into a monitor, and serial to a modem to do ax.25)
