For good measure: accessibility is also not JUST elevators. You don't just slap an elevator and call that fully accessible. People need a way to actually find them. And there are ways to make stations more accessible with or without elevators.
One example that got me really frustrated was between Eaton Centre and McGill station. There are like 3 stairs between them. This is when you put a dead simple ramp there -- seriously, a properly secured piece of wood will do more than enough -- instead of asking people to go upstairs, across the street, and almost 100m away for an elevator. wtf??? and if you have to, put a sign there explaining how to find the elevator!!
