passports are a good example by the way. In the UK passport processing application costs are high. It's a cash racket prone to massive delays and failures.
Make that free and better and suddenly ID is an easier sell.
But IDs as an improvement for the CITIZEN has never been the clear goal here. It's always been transparently about a win for the state.
