Hezbollah is responsible for maintaining electricity and water infrastructure and garbage collection in southern Lebanon along with everything else you'd expect the government to do.
All the Lebanese "government" actually seems to do is support Israeli child sex traffickers against their own citizens and beg the world for money so they can launder it to Israel in exchange for making a few corrupt politicians rich.
