I assume CPS is child protection services, here in the UK staff in schools are NOT allowed to hit chidren in any circumstances, in fact staff need to have specific training to restrain a child (which is needed if they are in danger or others are in danger) however that has to be a last resort.
You are in no way a bully for calling CPS, in the UK hitting a child is assault and a sackable offence, even if the child hits you first.
