The Senate has scheduled the vote for Wednesday, April 24, on the Project of Law Complement (PLP) 108/2024, the second part of the tax reform regulation. The proposal was approved last week by the Constitution and Justice Committee (CCJ) and, if approved by the plenary, will return to the Chamber. The text aims to create rules for the IBS Committee, responsible for collecting and distributing the IBS - a new state and municipal tax - and the CBS - a new federal tax - which will become the main taxes affecting consumer relations in the country starting from 2027, with a testing phase already in 2026. Tariff hike on the agenda On Tuesday, April 23, the Senate will vote on the Project of Law Complement (PLP) 168/2025, which enables the emergency decree (MP) to help companies affected by the tariff hike in the United States and is being processed under emergency regime. The project was presented by the government leader in the Senate, Jaques Wagner (PT-BA), and excludes, until the end of 2026, the extraordinary credits and tax exemptions provided for in the MP from the fiscal framework and primary result targets. The proposal also opens up to R$ 5 billion in tax exemptions through the Reintegra program and allows the Union to increase by up to R$ 4.5 billion its contributions to three guarantee funds: the Fund for Guarantee of Operations (FGO), the Fund for Guarantee of Investments (FGI), and the Fund for Guarantee of Foreign Credit Operations (FGCE).
