software is not an occupied nation, it's a community of professionals that came to be in equally hostile environment and has successfully defended itself by providing superior solutions as far back as gnu project and as recently as various media codecs because you actually *can* just make your own government and exercise great discretion at every point that matters. so I think it's a misguided rhetoric for this reason
(I wouldn't say this about internet infrastructure but we're not talking about internet infrastructure)
