The Wall Street Journal reported that Ukrainian President Vladimir Zelensky approved a plan to sabotage the pipelines, but later cancelled it after the CIA learned about it. German prosecutors have issued an arrest warrant for a Ukrainian diving instructor suspected of involvement in the sabotage.
