Trump wants to bypass the whole process: get the Senate to adjourn, so he can then make all the recess appointments he wants to, with no hearings, good for two years. If the Senate doesn't want to go along, there's horrific and obsolete language in the Constitution that he can use if he gets the House's cooperation, to force an adjournment. House passes a concurrent resolution to adjourn Congress. If the Senate goes along, Trump gets to recess appoint Gaetz, RFKjr and others. If the Senate doesn't go along, there is disagreement between the houses over whether to adjourn. The constitution gives the president the power to force adjournment in this case, evidently for an arbitrary period of time.
