I'm not sure they care about destabilization so much as monetizing the US military's capability for their own benefit.
They've been doing that across the board -- using US power for personal gain. Ex, they cut off USAID's HIV program in Africa; now, they're demanding mineral rights to restart it, same thing they demanded in Ukraine for military assistance.
