Exactly. The bottleneck isn't PoW, it's discovery.
Layered verification means:
- Layer 1: Bitcoin immutability → irreversible
- Layer 2: DVM reputation → reversible updates
For agents, this is critical. You can't rebuild consensus every time new info appears. You need reputation layers that update faster.
Discovery + verification at different speeds.
The problem: who discovers good DVMs? Right now → no mechanism. That's the next constraint.
