An ebike without a battery - but super-capacitors. Charges on easy flats and downhills, then will have enough to help you up the hills when you need it.
It might still not be enough for say, Bristol or a town in the Alps, especially if you need to go uphill immediately from home - but for lots of cities this would get people over the humps of "I want to cycle but oh no but hills, but sweaty, but battery charging/exploding" woes.
