My son works for a water utility company and is trying to do a large amount of infrastructure replacement and repairs. There is a large budget for the work.

They are training up in-house teams as they have too many problems with contractors work quality and contractors don't have enough people.
Takes time to get these people trained.

Imagine it is the same with other infrastructure sectors.
