I didn’t see anyone/anything using it but I know on the Costa Brava above Barcelona they have little passenger ferries that go up and down the coast stopping at different beaches with similar buoy lines marking their approach & landing spots and to keep other boats & swimmers out, so I assume that’s what these are for.
