I wish I didn't have to remind you of this, but the ultimate test of whether a law is upheld is whether the state will use violence to enforce it.
If I don't pay a parking fine, will that money be taken from me by force? If I'm able to resist that, will I find myself injured, incarcerated, or hurt in some other way?
If not, if I can just ignore the consequences, the "law" means nothing.
Conversely if the police beat me illegally, but suffer no consequences, that illegality also means nothing
