My impression of SEND is that it has dropped on society in much the same way as social care for the elderly. For whatever reason, it is a large expense that didn't exist before and does now. One assumes that people with certain needs were formerly either institutionalised or allowed to fall by the wayside. It's one of the ways in which progress calls for a "big state" with relatively high taxation, at just the same time as popular opinion votes for the opposite.
