I don't quite get how this appears to be more of an issue in north America than here. Are there lights in use there that are banned here?
I heard that pixel-LED was not legal in the US, here, several cars are using it, letting you drive with your brights on continuously, and I have never been bothered by it.
Lights not being bright enough is definitely a safety issue...
