Those are not comparable; the inmates in fire crews are not forced. It is a volunteer position and based on the interviews of them that I have seen, they would still volunteer to go even if there was no work requirement in prisons. This is a badly researched article. Not even the pay rate is correct, it's $1/hr and they work 24-hr shifts (as do many firefighters). What's more the fighting they are doing is really specific to wildfires, they are clearing brush and trees.
