A hot civil war in the USA is one of the better possible outcomes from where we currently stand, because it would mean that the regime would not have the capacity to be waging wars of conquest against other countries and peoples.

If there isn't a civil war I can guarantee that there will be a war to conquer nearby resource-rich states as a distraction from domestic genocide.

I don't think elections will fix this. Russia has elections.
