I don't really get this. An area code featuring 7-digit local numbers gives ~10M possible phone numbers. Greater LA has a population of ~20M - why on earth are 12 area codes needed? Even if they're not all overlayed on the same geography.
When the initial 3 digits indicated a physical facility, maybe this would make sense. But not now; sparse allocation for this reason just isn't necessary.
