Maybe ask why the countries with the most resources - oil, gas, minerals, keep getting bombed, invaded, and sanctioned by western powers. Most of those "backwards" countries were stable until western powers carved them up, installed dictators, took their resources, and left. Hard to build infrastructures when they keep getting blown up by US and Europe.
