It's a political choice over the level of fares set. Lower fares would mean higher subsidy, and therefore a greater hit on the Treasury, perhaps. But, encouraging travel off roads and onto public transport will reduce congestion and the need for ever more roads/ bypasses/ car parks etc. so is a saving to the Treasury.
Lower fares are more equitable, so probably not what those who are wedded to their SUVs want!
