personally, I think the real problem is too many cases being pushed into the justice system that should never be there.

Waving a placard or getting an abortion don't need prosecutions. Stealing food should never be necessary. PIP "fraud" doesn't need made an example of. Drug use needs treatment and support, not criminalisation.

You cut out all those cases that really aren't in the public interest, the workload across the whole system drops.
