Does anyone think it might be possible that if an organization was in charge of a military arsenal, and they noticed their munitions were about to go bad (and the munitions were super expensive and the trained humans were just sitting around on more expense) that they might go use them just as an excuse to not waste them, to be able to order more, and whatever else?
