My plan, when I build this, is to create a centralized service that will pay for hosting on multiple platforms (s3, azure, etc), and pay for hosting via lightning. The end user can choose which/how many storage backends to use to create a balance between censorship resistance and cost, and choose an expiration date the service can use to calculate the cost of the upload (along with the size of the file). The service would then return a list of direct links to the files, as well as another link that would run through the centralized service and dispatch to whatever backend is fastest/available.
