It works just like a refrigerator, but it can refrigerate either way. When you are heating your house, you are refrigerating the outdoors (and pumping that heat you take away from the outside air to the indoors). When you want AC, it flips the other way.
And it's efficient because it's not "making" heat, but rather moving it. It works by compressing and expanding gas, which changes the gas’s energy state.
