I've used frigate at home, you don't _need_ to enable the AI part if you don't want to. I'm currently not using it because I don't need either AI or motion detection, at the moment.
If you are just looking to have all your streams under one URL, with no detection, you could try #mediamtx (https://github.com/bluenviron/mediamtx). It outputs different formats, including RTSP, which can be used with Home Assistant.
