from a historical perspective, I believe there were scanners 15-10 years ago that were bundled with OCR software that would do essentially that, but it is cumbersome and not a path you’d pursue today. Glenn’s workflow is what I use in a pinch unless I’m working on just a tweak or two in a PDF that I want to leave as a PDF — and then I’d just edit the one line and re-save.
