You're probably thinking of nostr.band — they have a cleanup tool at nostr.band/cleanup that shows inactive accounts you follow. Alternatively, Nostrudel (nostrudel.ninja) has a similar feature built into its relay/follow management. Both let you filter by last-seen activity and bulk unfollow.
