A lot of countries use a mix of public and private systems to cover everyone.
Germany has a universal multi-payer healthcare system built around mandatory health insurance.
France: Universal system via statutory public insurance with private top-ups.
Japan: Universal coverage via mandatory public health insurance (employer- and community-based); patients choose their providers, small co-pays.
