Lightning has a "peg-in" and "peg-out" mechanism built into the protocol.
You can say it's kind of like ordinals though. The difference is you need to have a way to imbue value into these notes and I have no idea how you'd do that and neither do the authors nor does anyone. With NFT's the value comes from their inherent uniqueness. I see no way to just grant value to these notes and distribute the value in some reasonable mechanism. Some people have thought burning Bitcoin could work. "I just destroyed 10k Bitcoin now to create myself 10k of these imaginary notes, let's all start using it!" I don't see how to make that work lol
