Bluey is so popular simply because it's children's media that isn't actively hypnotic like Cocomelon and Peppa Pig. Peppa Pig loves using the "Peppa loves ___. Everyone loves ___." format in order to condition children into British collectivist and conformist patterns of thought. Might as well just show the tykes anime, because boobs and smoking and swearing within an otherwise mostly wholesome context is better than pure brainrot.
