That's not misuse of a hard-to-use tech, that's a kind of a cargo-cult attitude and a real training & supply failure. It points to how hard it is to train & supply assets with proper tech: were they given real bags? Did they leave them behind and improvise?
ETA: They also left the phones powered on at night, in their hotels! YIKES!
