Accidental Governance: Path Dependent Sociotechnical Feedback Loops create Emergent Behaviors with Perverse Incentives and Unintended Consequences through Structural Coupling.

In sociotechnical systems, governance often emerges unintentionally through feedback loops that lock in certain behaviors. Because of path dependence and structural coupling, these emergent dynamics produce incentives and outcomes that diverge from what designers, policymakers, or participants intended.
