I think that is what the government wants, yes - and more broadly what the Westminster consensus wants.

I remember back a few years ago when the Tories were discussing bringing back conscription, a lot of the commentary in favour of it was not about its military value (which is low in the modern day) but in its value as a tool of social conformity - a way to "whip the kids into shape" and instill nationalistic and obedient values.

This is, I think, a big part of the current European push for remilitarisation, and especially in the UK where it's depressingly common for older people to openly hate the younger generations and actively wish misfortune upon them. Conscription is a way to hurt young people, and the increased ability to fight wars is just an added bonus.
