Yep. The usual crop of all-band-all-mode radios (like the Yaesu FT-991A, the Icom IC-7100, and several QRP rigs) can do CW natively on VHF and UHF.
As an extremely-narrow-bandwidth mode, it's the original "weak-signal" mode, so you can hear it long after the FM (or even SSB) voices have disappeared into the noise floor.
