hmm, ephemeral root is really a good goal, i guess compatibility to use pmOS as a base could be achieved by generating a /usr image with /etc as a symlink to /usr/lib/etc or something and then systemd-tmpfiles to generate proper /etc on boot?
obviously not ideal but eh it'll take time to get packages adjusted.
