I will go further: "universities" are not really doing this, presidents of universities are. A whole lot of faculty and almost all the students probably have a different view.

University presidents (and other upper administrators) are heavily motivated by career protection and advancement. The money no longer coming to the school is only important in the president's decision because that president knows their career prospects are tied to their school's financial situation.

In other words, I think it's even more craven and selfish than you suggest.
