This happens in Gibson's Sprawl series. The first step was the merger of Neuromancer and Wintermute into the SuperAI, which then fragments into thousands of smaller autonomous entities.
I like this take a lot for a prediction of early AI, say the next couple of years, but the evolution of AI when AI starts improving AI is still spooky as hell.
