It's not the system that evolves, it's the people who let it devolve. We have serfdom, we always have serfdom of some kind, until the serfs find the balls to revolt. Capitalism, communism, nothing will work if the people are weak and numerous. Conversely, if the people are few and everyone has to take care of themselves without outside assistance, then almost any system they come up with will work.
The system is the people, economic models aren't to blame, the solution is a culling.
